Do you have speedo needle deflection during noise? I'm not familiar with a 300E but if the needle is "flickering" I think you are on the the right track.
Uncle PETA said I could come back.

check and see if a/c hose is resting against something it shouldn't. the noise may be originating somewhere else and the dash is just amplifying it. a bad w/bearing may, just may cause a static charge and it;s coming in through the speaker.

Did you replace the cable or the cable & housing assembly?

i don't mean this as a demeaning question but is the noise there when the speedo is disconnected at the tranny?

If I remember correctly, the cluster on this car pops out real easy and the car will still run that might help. Also the a/c blower motor on the car is very suspect!
If they don't know how can they fix it!

what kinda noise is it?
is the fire blanket securely attached to the hood? if not it might be flapping away under the hood making your noise.
