I do not use this report, however it appears that the cost field will average depending if the price cost had changed during the date range you set. I would expect this behavior, otherwise there would multiple entries for a single part number.

These are two separate things. For the Quick Menu, right click on any open line. For the entire list, click on the Jobs button or select the first item in the Quick List.

I don't think you're missing anything. Discounts are applied to parts, labor or both. It can be a percentage or a dollar amount.
