Haz mat fees

In CA we are not allowed to charge haz mat fees based % of sales. these must be itemized.
I created an income account, but is there a way to separate it as a fee as shown in the posted orders reports? Yes they show up in categories, but I use the posted orders every day.
Also would like to be able to report the fee for smog check certificates that is charged and not profited on.
