2011 Ford E350 - 6.8L Won't Run Monitors?

2011 E-350 6.8L will not run Cat, EVAP, O2, & O2 heater monitors.

Customer has replaced all O2 sensors, all Cats, two reman Ford PCM's. Data appears OK, mode 6 indicatesO2 monitors $02/ $85, $02/$86, $06/$85, & $06/$86 are incomplete.

Any ideas?

First thing that comes to mind is the keep alive memory? Can you confirm the pcm has power at the KAM circuit all the time?

I have checked all powers & grounds. Even if you drive it, then check the monitors before shutting off, the monitors have not cleared.

Make sure the engine is coming up fully to temp. Any aftermarket air cleaner or tuning done to it? I assume you are doing the drive cycle according to Ford?

Completely stock van, I have tried driving it on the dyno, on the road, according to Ford, extended cruise, just driving, cold starts, hot restarts, every driving style & condition I could think of. Scan data all looks about what I would expect it to be under the conditions I'm driving at.

Is there an issue with the power source aka cig lighter? Also I believe there is a certain sequence a minor one but it needs to be fulfilled. I remember an issue we had with one of these and I believe we found the answer in the Ox heater circuit. I'll keep looking. My office is all ripped apart for a remodeling so my little book of answers isn't quite handy but I will look for it. I know we had an issue like this and was resolved so it should be in my book.
