We have a 2006 dodge 2500 with a 5.9l in it and has a code P0243. When I checked out I have power and ground sitting at the plug for the wastegate sol. When I unplug the ECM my ground goes away. Keep in mind this is all with the key off and out. I know then the computer controls it by the ground side. But I just want to make sure then I am not missing anything before we go and get a 1600 ECM.. Has anyone seen this before?

Look at the waste gate solenoid and connector. From what I read on line and from the dealer (was talking to the parts manager of the Dodge Truck Dealer I use when I read the post) The connector that plugs into the solenoid has issues. If you happened to probe the wiring incorrectly (I've done it myself) it's trashed. I would just replace the solenoid and connector. I started using a soldering pencil when dealing with many wiring repairs with a direct linkto the P.C.M. Had a few issues with butt splices causing resistance issues.

The way then I have my meter hooked up is with needles in the con. When I have the meter on even with the key out my meter is reading 12 volts witch mean I have power and ground. Then when I unplug the P.C.M I loss the ground side. Now for some reason I can not look up a great wiring for this truck. But I know then the pcm controls it by the ground side. What I don't know is there any reason for that to be controlled when the key is off and sitting in the seat.

I see no reason for the computer to be grounding the circuit with the key off. That would be an unnecessary parasitic draw. If you backprobe the wastegate solenoid connector (plugged in)with the key off, you should expect to read 12 volts to ground on both sides. If you do not read 12 volts at pin a ( the dark blue wire), this indicates either the solenoid is open or you have a short to ground in that circuit. If you disconnect the ECM and the short goes away, (now you see 12 volts at the solenoid blue wire), then the short would have to be internal to the ECM.

This may have a bad relay or even (way way way extreme) bad battery. Low voltage will cause a relay to lock on.

No this is with it unpuged and my meter on both wires. It will read 12 volts. Even with the key off.
