2000 Jeep Grand Cherokee - Programming ?

Hey guys,
Can a used PCM be reprogrammed for this vehicle? Just a VIN input or more? Got a tech trying to save some $$$$.

i've gotten used ones with the same # on them and just slapped and driven...........

You can do vin and if it is a 2nd generation it will require it to be flashed
