Negative Inventory Items Being Created When Not Entered?

I am having problems with our program. when we create a non-inventory part to an order then change to an invoice. The program is creating the part into inventory as a negative quantity inventory entry. We have "NOT" checked the "Box" to create an inventory item.

No doubt that part is already included in inventory - albeit the quantity on hand is -0-. Remove it from inventory and the negative quantity will not appear. For parts that are in inventory and the quantity is -0-, the app was written to show you what items you may want to include 'on the shelf'. Items with a large negative quantity are candidates to be stocked.
