Keyboard shortcuts - window loses focus and shortcuts stop

I use keyboard shortcuts all. the. time. Since 7.0 they have become very finicky, working once and then not working again until the order area of the screen is clicked with a mouse. Instead of performing the shortcut, the 'alt' menu in the menu bar opens instead. Very clumsy having to go back and forth between mouse and keyboard....
