I frequently do the following -- view history to see last oil change package, copy (ctrl+C) the oil change parts, go to a new work order, use the quick menu (right-click) to add the labor, and then paste (ctrl+V) the parts.
The problem is, as soon as I use the quick menu (right click) to add the labor line, it clears the clipboard and I can no longer paste anything. I need to go back into the history and copy the parts again. This is a repeatable issue for me. I can copy & paste parts but once I add an item using the quick menu it will lose my copied parts.

I've found over the years there are several parts of the program that does this. Now that you know, bring your labor line over first -or- why bother doing this every time? Simply create and store the entire oil change job in Revision 9 for all vehicles. It's always ready for a copy/paste and is much more efficient.

One thought - paste the parts before you quick menu the labor. You can drag the labor line to below the parts if you want. (Unless I am misunderstanding your process)
Also - we use the memo field and put the oil, quantity & filter. You can check it so it doesn't print on the invoice, but it is handy as the memo gets transferred over as soon as you put a labor item on there. So you quick menu the labor & the parts listing shows right up there for you to manually add.
Not ideal - but things to try.
