Haz mat fees reporting?

In CA we are not allowed to charge a haz mat fee if we are not collecting oil and filter / coolant etc.

I started years ago with a labor item $##.00 included on my services to reflect this charge. I use haz mat revenue for the account as well can have a category of haz mat.
How do I get it show in a report other than a labor line?
