Wisconsin Disclaimer Format

I am in Wisconsin and am required to use the disclaimer from WI Dept of ATCP. In the report setup section of Manager, I selected the only option for WI on the RO report and one of the three for Invoice (Invoice w/o hours (WI)). The verbiage for the disclaimer on the bottom of the page is correct and identical to each other, however, the Invoice layout is SOOOO much better and easier to read and to follow than the one for the RO. Is there a way that I can use the layout for the Invoice on the RO, even if it is a hack on the program? It really doesn't make sense to have two different layouts anyway. It looks to me like all of the Invoice options are the same. The only difficult one to read is the RO option for WI.

Any help with this would be greatly appreciated.
