Invoice Validation: Required Marketing Information

Is there any documentation on exactly how this validation feature works? I want to require my service writers to at least have a phone number on every ticket written. I've clicked the "Required Marketing Information" option in Invoice Validations to see if this is my answer, but it does not save my selection - the box is unchecked when I go back to see if the changes have been saved.

It doesn't work, although I don't believe it was intended for phone numbers.
