Good morning and welcome to the Forum.

When you say activate, do you mean the radio is locked and needs to be unlocked? Or is it a new radio with no programming for a specific vehicle? Are you using a Tech2 scanner or something else?

06 was a breakover year for radio programming. From about 2000 to 2006, you needed a scanner to setup a radio with the proper vin and communication functions. The Tech2 scanner does this. I don't know what other scanners do. After the breakover, you needed an SPS subscription to program radios along with either a Tech2 or an approved J2534 device.

So in essence, it could be either or. The only way you'll know for sure is by connecting a Tech2 to it and seeing if that functionality is there.
