Mark (a tech here, I'm not a tech) says this may "sound stupid" but make sure the front caliper sliders are working properly. He said that's something he's seen before after doing everything you described, although for what it's worth, it was a Mazda.

Re: 2003 camry no brake pedal
Are the brakes "hitting" at all ? Do you have a pressure tester that you can attach to the master to check the output pressure? Possible that you got the wrong master or the push rod in the booster needs to be adjusted out. Does the pedal pump up? Possible air trapped in the ABS system. Did you pedal bleed or pressure bleed? Not trying to be a pain, just need more info to get to the problem.

My guess is there is air in the ABS system yet. They can be a bear at times to get all the air out.

Re: 2003 Toyota Camry - No Brake Pedal
It only takes a thimble full of air for the system to fail. I've found that a pressure bleeder is the only way to get all the air out on many vehicles. I agree with the abs system still having air in it. There is a bleeder on the abs module that needs to be bled. Was this missed?

Im assuming that your shop did this work. Was the pedal low upon arrival? You can eliminate the calipers, slides and all that stuff at the wheels simply by clamping off the rubber lines at wheels. If pedal is still low then its not at the wheels, if pedal is good, just release clamps 1 by 1 while holding pressure on the pedal and wait for the drop. Id guess air in system as well, even though you stopped getting air during the bleed procedure.

The ABS module will trap the air and it needs to be manually bled to eliminate it. I've hooked up my pressure bleeder and amped up the pressure with success in getting the air out of the module. If you're going to do it this way I would get a sterile container and put a hose on the bleeder screw to recover the fluid because you may use over a gallon.
